President Bush's approval ratings have remained stable though just over half the public approves of the job he is doing.

The nationwide Harris poll conducted between February 9 and 16, 2004 also shows :

• The American public remains split down the middle on George W. Bush's handling of his job as President. Slightly more people give President Bush positive ratings (51%) than negative (48%) ratings. These levels are low for this President though they are slightly above average for Presidents at a comparable moment in their presidencies.


• Colin Powell's ratings (65% positive, 30% negative), while quite high as compared to other leaders in the Bush Administration, are down substantially from the 74% positive rating he received just after Hussein was captured. In fact, Powell's positive ratings are the lowest they have been since he became Secretary of State.


• Donald Rumsfeld's ratings have also dropped since mid December. Half of the public rate him positively (50%) and 43% negatively.


• Only slightly more people give John Ashcroft positive marks (44%) than negative (42%). These have slipped since December's 51% positive and 37% negative results.


• Like the president, Vice President Dick Cheney's ratings have remained stable at 41% positive and 48% negative. These are comparable to December's 42% positive, 47% negative ratings.


• The Republicans in Congress are now rated 40% positive, 52% negative, up slightly from December.


• The Democrats in Congress have also increased in popularity in the past two months. However, their ratings (33% positive, 58% negative) are substantially worse than the Republicans.
